Sandra J. Brower is a partner with Higgs Fletcher & Mack LLP. Ms. Brower is expert in all aspects of real estate litigation, including eminent domain, inverse condemnation, land use and planning, environmental, contract disputes, broker liability, construction defects, title and boundary disputes, and title insurance matters. She has appeared before city and county administrative boards, tried lengthy and complex cases in both state and federal courts, and appeared before the California and United States Supreme Courts. She has tried several landmark cases involving environmental, land use, and eminent domain matters which have resulted in published appellate opinions. Ms. Brower serves as a mediator in eminent domain and related real estate matters. She is also a frequent lecturer throughout the state on real estate issues. She was elected as one of Southern California's Super Lawyers in the field of real estate from 2007-2016; a Southern California Top Rated Lawyer in the fields of real estate, eminent domain, and litigation in 2012 and 2013; and a San Diego Top Attorney in Real Estate and Construction Litigation in 2012 and 2015, as well as Municipal and Governmental Law in 2013. She is a member and former chair of both the Eminent Domain and the Environmental Law/Land Use Sections of the County Bar and is also a member of the County Bar's Real Property and Civil Litigation Sections. She received her B.A. from San Diego State University and her J.D. from the University of San Diego School of Law.
